A reserve program starts with the event being planned for: primary-source interruption, infrastructure failure, drought condition, construction outage, contamination response, peak demand, or another defined scenario. The buyer states the required response time, duration, volume profile, quality or treatment requirement, delivery path, storage, site access, receiving staff, communications, and the conditions that trigger activation.
Readiness then has to be tested. Contacts expire, gates change, carriers and equipment move, storage is repurposed, and a receiving connection that worked during design may not be ready a year later. Review, documentation, access checks, exercises, and periodic reconfirmation are part of the reserve program. A name on a call sheet is not an emergency plan.
Aquifer Waterworks does not promise universal or instant emergency response. Any reserved capacity, priority, dispatch, or response expectation is limited to the executed agreement, current conditions, applicable law, safety, and the delivery system actually maintained. Public emergency agencies and utilities retain their own authority and responsibilities; a private supply agreement does not replace them.
